Fire Safety Regulation Services

The Regulatory Reform (Fire Safety) Order (RRFSO) 2005 came into effect in October 2006, effectively replacing a multitude of fragmented and outmoded fire safety legislation in a single stroke.

The Order applies to all non-domestic premises across England and Wales - including the common parts of blocks of flats or houses in multiple occupation (HMOs). Separate legislation applicable to Scotland is contained in the Fire Safety (Scotland) Regulations (FSSR) 2006.

The RRFSO legislation applies to you if you are:

  • Responsible for business premises
  • An employer or self-employed with business premises
  • Responsible for a part of a dwelling where that part is used solely for business purposes
  • A charity or voluntary organisation
  • A contractor with a degree of control over any premises

Responsible Person Document

As part of our role as your Approved Inspector it is our responsibility to ensure that you are aware of the documentation that you should receive as an owner/ occupier of a building or if you are a contractor or third party the documentation that you are required to pass on to the end client. The documents listed in the Responsible Person letter are there to enable: 

  • For commercial properties - fire risk assessments to be carried out
  • For domestic properties - energy efficient running of the building

We require our letter to be signed by the main correspondent (named on our application form) as confirmation that you acknowledge the documents that you should be in receipt of or pass on.

We are obligated to receive this confirmation under the Regulatory Reform (Fire Safety) order before signing the works off. 

The items listed are specific to each individual project and will be identified by the plan check surveyor.
